Kansas Substitute Teacher License Requirements

How to Become a Licensed Substitute Teacher in Kansas

The state of Kansas provides two types of substitute teaching licenses. These are the standard license and the emergency license. Persons who are interested in becoming substitute teachers in Kansas must meet the general requirements as summarized in the table below.

General Academic Requirements for a Standard Substitute License

To qualify for a standard substitute license, the applicant must hold a degree in an approved educator program relevant to the area in which they would like to teach. For an emergency substitute license, a minimum of 60 semester hours of coursework is required. An emergency substitute teaching license will also be granted if the candidate has a degree that is not education-related. The degree or coursework must have been earned at an approved college or university. The Kansas State Department of Education maintains a database of the institutions that offer these approved educator programs.

Background Clearance

The applicant is also expected to pass a background check that will be carried out by the Kansas Bureau of Investigation (KBI) and the Federal Bureau of Investigation (FBI). In order to initiate the background check process, the applicant must request a fingerprint card from the Kansas State Department of Education. This fingerprint card will be used to collect the applicant's fingerprints, and there are sections for the applicant and the official collecting the prints to complete. Fingerprints may be collected by a local law enforcement officer or a trained school official.

If the fingerprints are collected by a law enforcement officer, the officer must place the completed card, as well as the applicant's check for the application fee, in an envelope and send it to Kansas Teacher Education and Licensure.

The application fee is $50 and must be in the form of a check or money order that has been made out to the Kansas State Department of Education.

Application Process

The applicant must complete the specific application form that is available on the Kansas State Department of Education website. The applicant must prepare a check or money order for the $70 application fee that is required. Both the completed application form and check must be submitted to the Kansas State Department of Education. Official transcripts of academic achievement must be submitted directly to the Kansas State Department of Education in their original, unopened envelopes from the accredited institution. Alternatively, the institution may submit the applicant's transcripts via email. Applicants may keep track of their application process and print their license from the online educator portal on the department's website.

Certificate Information

A standard substitute teaching license is valid for five years and can be renewed if the educator completes a minimum of 50 professional development points from a local Kansas Professional Development Council. An emergency substitute license is valid until June 30th of the year in which it was granted. After that first, one-year period, each time it is renewed, it is valid for two years. The requirements for renewal are the same as those for a standard license.
