Information about Teaching License Renewal in Minnesota

In the state of Minnesota, there are four tiers of licenses that can be attained and renewed through the completion of specific renewal requirements. License renewal is done through the online portal provided by the Minnesota Professional Educator Licensing and Standards Board. The general criteria for license renewal are summarized in the table below.

Tier 1 License Renewal Requirements

Tier 1 teaching licenses are valid for a year and can be renewed three times. Before the first renewal, the educator must attempt the Minnesota Teacher Licensure Examinations (MTLE) that is relevant to the educator's field but is not required to pass it. The completion of a cultural competency training provided by the school district, a mentorship program, and a teacher evaluation program is also required. The educator is not required to take the MTLE or cultural competency training again to renew the license the next two times. For the educator to renew the license, the school district must prove to the Minnesota Professional Educator Licensing and Standards Board that it has posted the position as vacant for at least 60 days with no successful applicants.

Tier 2 License Renewal Requirements

Tier 2 teaching licenses are valid for two years and can be renewed three times. In order to renew the license, the educator must be enrolled in an approved educator preparation program and must complete the cultural competency training provided by the school district before the first renewal. The school district must also ensure that the educator is participating in teacher development evaluation and mentorship programs. There is no need to take the cultural competency training for the other renewal periods.

Tier 3 and Tier 4 License Renewal Requirements

Tier 3 licenses are valid for three years and can be renewed as often as required. The completion of the cultural competency training provided by the school district, 75 professional development clock hours and teacher development evaluation are required to renew this license. Tier 4 licenses are valid for five years and can be renewed as often as required. To renew a tier 4 license, the educator must complete the cultural competency training provided by the school district, 125 professional development clock hours and teacher development evaluation. Both tiers must also be involved in a mentorship program. Holders of tier 3 and tier 4 licenses must complete professional development in the following areas:

  • Positive Behavior Interventions
  • Reading Preparation
  • Mental Illness Training
  • Suicide Prevention Training

Professional Development Requirements and Restrictions

Professional development activities must be completed within the license's validity and before applying for renewal to be counted towards renewal. The Minnesota Professional Educator Licensing and Standards Board maintains a list of activities that are categorized as professional development and educators must earn clock hours from at least two of the categories. The approved categories are:

  • Coursework from an accredited college or university
  • Educational workshops, seminars or conferences
  • Staff development activities
  • District, state, national or international curriculum development
  • Participation in a formal peer coaching or mentorship
  • Professional service in teacher educator programs, professional standards or state accreditation
  • Leadership experience
  • Knowledge of diverse educational settings
  • Pre-approved travel or work experience

Certification Requirements

Although there are different requirements for each tier as to qualifications, as a general rule prospective teachers in Minnesota will need to complete the following;

  • Bachelor's degree in the area they would like to teach
  • Approved Educator Preparation Program
  • Pass the relevant pedagogy and skills assessments
