Substitute teachers provide an invaluable service for instructors who are unable to perform classroom duties due to illness, vacation, family emergency, and many other unforeseen events. While some substitutes are not required to complete the same testing or certifications as standard school teachers, candidates must still possess certain skills and training experience in order to qualify for employment in a Wisconsin school district. Types of Substitute Teacher Licenses

Wisconsin provides two substitute teaching licenses: the Short-Term Three-Year Substitute Teaching License and the Long-Term Five-Year Substitute Teaching License. Short-term license holders are only permitted to serve short-term substitution assignments of no more than 45 days in a specific assignment. On the other hand, long-term license holders are able to serve on both assignments lasting 45 days or more, or on short-term assignments lasting no more than 45 days. While long-term licenses provide more opportunity for steady employment, the requirements for obtaining such a license are much more rigorous than their short-term counterpart.

Educational Requirements

Those seeking a short-term substitute teaching license must possess at least an associate's degree from a regionally accredited college or university. Applicants must also complete a state-approved substitute training program and provide evidence of completion in the form of a confirmation letter, certificate, or Substitute Teacher Training Verification Form. Long-term license seekers must hold at least a bachelor's degree, complete an approved educator preparation program, and at least be eligible to hold a Wisconsin educator license. For these licenses, educators must pass all of the same tests, training, and coursework as standard school teachers.

Certification Requirements

Short-term license seekers may qualify for certification when they provide evidence of an associate's degree and completion of a state-approved substitute training program. Long-term certification requires substitute teachers to possess at least a bachelor's degree and complete an approved educator preparation program. Completing an educator preparation program entails the following:

  • Candidates received passing Praxis I scores in Reading (175), Writing (174), and Mathematics (173) prior to entering the program
  • Candidates received passing Praxis II scores in their designated content area after completing the program

There are no ongoing education requirements for short-term or long-term substitute teaching license holders in Wisconsin.

Certification Renewal

Short-term licenses are renewable after three years and long-term substitute teaching licenses are renewable every five years. Applicants may submit for certification renewal either online or through the mail. There are no requirements for individuals for either professional development planning or continuing education credits in order to qualify for renewal.
