State Permit

The first option for getting a substitute teaching permit is to apply to the Nebraska Department of Education for a state permit which allows the holder to work as a substitute teacher for an unlimited number of days. The permit requires the candidate to hold a Bachelor's degree from an accredited university and successfully complete one NDOE approved professional education course. If the candidate does not already have a fingerprint card, they will have to get fingerprinted and pay a $50 fee in order to complete a criminal history background check and submit transcripts to the NDOE either electronically or by mail. The candidate then needs to submit an application online on the NDOE website. The application fee for a state substitute teaching permit is $40 for teachers who will teach in non-public schools or $55 for teachers that would like a permit to teach in all schools that include private, public, and even charter schools.

Local Permit

The second option for getting a substitute teaching permit is to apply for it locally by submitting a request from the Superintendent of the school district in which you will be teaching, for issuance of a permit. The local permit allows the holder to teach no more than 45 days in one school year. It is required for the candidate to have completed 60 college semester credits and successfully fulfilled the requirements of a state approved Professional Education Course and a Human Relations Training. If the candidate has not been fingerprinted, they will have to do a criminal history background check using the fingerprinting process and pay a $50 processing fee. The candidate can then complete the online application on the NDOE website and submit transcripts by mail or electronically.

Issuance of Permit

Whether the candidate is applying for a state or local permit, the credentialing process will be the same. Both permits require the same application to be filled out on the NDOE and will both take four to eight weeks to begin to verify the candidate's qualifications. State and local permit candidates will receive an email from a Certification analyst when their verification of qualification process will begin. This email will officially request the required documents like the fingerprinting packet, transcripts, issuance request letter, and information on teaching certifications from other states. Once the Certification analyst has received all requested materials, the permit that was applied for will be issued.

Renewal

State permits are renewed every five years and local permits are renewed every three years on the NDOE website. State permit renewals require proof of a minimum of 50 days of substitute teaching and three college credit hours earned in an education course within the five years before submitting the renewal application. Local permit renewals require a request for renewal letter from the Superintendent of their school district. Local permit renewals do not require proof of the minimum days worked, nor do they require education course credits.
